Please join us in congratulating Jack Overall as our Montecito Citizen of the Year. Jack served for ten years as a member and chair of the Montecito Planning Commission and was a member of the Montecito Association board at various times and was chair of the Land Use Committee. Jack was the community representative on the stakeholders group of SBCAG for 101 In Motion that addressed transportation needs. Jack has also served on the board of the Santa Barbara Zoo and was President of the board.

On October 3rd, The Board of Supervisors voted to ban short-term rentals in residential zones countywide.  The Board also voted to exempt an area along and near Miramar Beach by allowing an overlay to engage in short-term rentals.  The attached map shows the overlay.

Planning efforts related to improvements at the Olive Mill Road, San Ysidro Road and Cabrillo Boulevard underpass are moving forward.  Intersection Control Evaluations have been conducted for Olive Mill and San Ysidro.  The Olive Mill analysis recommends use of a roundabout at the existing intersection of Coast Village Road/Olive Mill/S. Jameson/101 ramps as the best alternative.  A copy of that study is available at this link: Olive Mill ICE Report.  For San Ysidro, the favored design involves a roundabout at the San Ysidro/N. Jameson intersection and the addition of a four-way stop at the south bound offramp/San Ysidro intersection.  Find that study here.  The Montecito Planning Commission recieved an update on these projects on August 16, 2017 at 9 am.  You can find a summary of the meeting and the presentation graphics here.  The Montecito Association Transportation Committee held a public meeting where the San Ysidro interchange was discussed.  Find a summary of that meeting here

Much has been made of recent changes to State law related to the construction of Accessory Dwelling Units (ADU), formerly known as Residential Second Units.  These changes affect local agencies, primarily by eliminating minimum lot size requirements, easing parking requirements and preempting local regulations until such time as they have been conformed to State law.

The County of Santa Barbara is in the process of developing comprehensive cannabis regulations for activities associated with the Medicinal and Adult Use Cannabis Regulation and Safety Act (MAUCRSA). These ordinances would potentially provide for cannabis cultivation, manufacturing, distribution and sale in Santa Barbara County.

Caruso Affiliated submitted a revised project to Santa Barbara County at the end of July 2014.  The project reduces the number of rooms from 186 to 170, eliminates underground parking areas and shifts building locations.  The revised project will receive further consideration by the Montecito Planning Commission on January 21, 2015.  A staff report can be viewed at this link:  Miramar Hotel Staff Report.  In November 2014, the Montecito Association Board of Directors voted to endorse the redesigned project as presented. On January 21, 2015 the Montecito Planning Commission approved the project.  Subsequently, Caruso Affiliated and a Miramar Avenue property owner filed appeals with the Board of Supervisors.  The Board of Supervisors heard the appeal and approved the project.  Rough grading of the site is now underway with occupancy planned for Summer 2018.

The Montecito Union School District Board of Directors is moving forward with environmental review of proposed improvements to several of the older buildings on campus as well as parking and circulation upgrades.
